• Proposal development. As principal, Lyman has written about one hundred proposals for projects ranging from federal and state contracts, some grants, and for several international governments. Winning projects have ranged from several hundred thousand to 1.3 billion dollars (to continue to staff, equip, and operate five overseas hospitals).

• Project management. For winning projects, Lyman is responsible for the execution of the work including staffing, finances, substantive, and fiscal reporting. Project staff for research and evaluation was 30 FTEs, grown from one FTE.

• Project reporting. Grant and contract reporting is typically in a client-specified format or a document designed by the project manager presenting the charge of the project, steps in execution, participation of an advisory committee, descriptive analytics, technical analyses, inferences, and next research steps. Some projects produce published papers or reports.

• Consulting projects. These were conducted for state, federal, and foreign health agency clients and for private healthcare organizations.
